About the job
Apotheker Health Access Initiative (Apotheker) is seeking a Deputy Chief of Party for a potential five-year USAID Tanzania- funded Usalama wa Afya Duniani (UwAD) program in Tanzania. The purpose of the program is to prevent and mitigate the occurrence and severity of epidemics, pandemics, and other EID threats in Tanzania, and to support Government systems to achieve the 7-1-7 metric for timeliness of outbreak response.
Apotheker Health Access Initiative is a non-profit, non-governmental organization registered under the Tanzanian NGO Act of 2002. Apotheker focuses on pharmaceutical services, medicine access, alongside broader health system strengthening and public health. We work in Tanzania and beyond and we collaborate with Ministry of Health, Presidents Office Regional and Local Government (PORALG), international and local partners, civil societies and training institutions.
This position is subject to project award and funding.
Responsibilities
This position will be fully responsible for UwAD program implementation and technical direction, ensuring that staffing is aligned with the UwAD vision, goals, and plans to achieve UwAD program results. With guidance and support of the Chief of Party (COP), the Deputy Chief of Party (DCOP) will coordinate the provision of technical services, harmonize efforts, and maximize synergy and integration between program areas and units. The DCOP will set a positive tone for the entire project and inspire staff to apply results-based approaches for timely delivery of services to the clients we serve including but not limited to timely producing high quality documentation of project’s successes and lessons learned for government, local and international audiences.
Specific Responsibilities
- Provide technical leadership and managerial oversight for the UwAD program and ensuring the efficient implementation of activities and the timely reporting to donor, government, stakeholders and Apotheker.
- Coordinate project liaison and collaboration with partners, donors, clients and stakeholders, including Apotheker.
- Maintain a USAID partnership that engenders trust and respect and build USAID’s confidence in Apotheker’s ability to deliver quality services.
- Work in close collaboration with the project leadership team to ensure coordinated and effective operational support for the project and for Apotheker
- Adapt and implement management systems with standard operating procedures to administer all activities funded by the agreement.
- The DCOP will set direction and coordinate annual workplan development and alignment of human resources with project work plans and deliverables.
Qualifications
- An advanced degree at the Masters level or above in management, and/or public health or related field with at least 5 years’ experience OR a Bachelor’s degree with at least 7 years’ experience in international development.
- 7+ years of experience managing complex public health projects, including roles requiring leadership experience and technical knowledge
- Significant professional experience interacting with government agencies, host country governments and counterparts, international donor organizations, civil society and private sector, preferably in the area of health security.
- Demonstrated ability to build and maintain relationships with senior-level colleagues, particularly interacting productively and proactively with government, NGOs, private sector groups, USAID, and other donor organizations.
- Demonstrated experience in program management and administration, and contract compliance. Experience with USAID projects is preferred.
- Must have a proven track record of building teams and fostering collaboration in order to achieve goals, meet milestones, and produce high quality written qualitative, quantitative, and narrative deliverables.
- Track record of strong commitment to sharing knowledge, documenting experiences and creative initiatives
- Demonstrated strategic agility, diplomacy, conflict management, team building, written and oral communication, and negotiation skills.
- Fluency in Kiswahili and English required.
